SPCC (oil spill prevention)

Register oil-storage containers and their secondary containment under EPA's SPCC rule (40 CFR 112), with automatic applicability and 110%-containment checks.

The SPCC module inventories oil-storage containers and checks their secondary containment under EPA 40 CFR 112 — Spill Prevention, Control and Countermeasure. Aggregate capacity drives plan applicability (1,320 gallons aboveground, or 42,000 gallons completely buried), and each containment area must hold at least 110% of its largest container.

Register a container

  1. Open SPCC and use the Register an oil-storage container form.
  2. Enter the site and container name and its capacity in gallons.
  3. Tick Aboveground (AST) for an aboveground tank; leave it unchecked for an underground tank (UST).
  4. Enter the containment area / berm it sits in and the area's secondary containment capacity, then click Register container.

Check containment

  • The table lists containers largest-first, with AST/UST badges and each one's containment capacity.
  • An aboveground container whose containment is below the required 110% is highlighted in yellow, with the shortfall shown as actual / required.
  • Click CAPA on a deficient container to raise a high-priority corrective action pre-filled with the required-vs-provided numbers; the linked CAPA number then shows on the row.

Track the SPCC plan itself

The plan document — its PE certification and the 5-year review (40 CFR 112.5) — is tracked in the regulatory permit registry with kind Spcc: set the expiry to the next required review and the registry's renewal machinery reminds you with a 180-day runway. The SPCC page shows a hint card linking straight there.

What happens automatically

  • Plan applicability is computed from the aggregate registered capacity — no separate worksheet.
  • The dashboard carries Oil-storage containers, SPCC plan required, and SPCC containment deficiencies tiles; deficiencies are evaluated per containment area against the largest container it serves.
  • Registrations and raised CAPAs are recorded on the audit trail.
