Trench cave-ins kill because they're fast and heavy: a cubic yard of soil weighs around 3,000 pounds — as much as a small car — and a collapse gives no warning. Trenching fatalities spike whenever the economy builds, and they're almost entirely preventable with the protections OSHA already requires. Here's the core of Subpart P.
The five-foot trigger
Under 29 CFR 1926 Subpart P (1926.650–652), a protective system is required for any trench five feet deep or greater, unless the excavation is made entirely in stable rock. Trenches shallower than five feet may still need protection if a competent person finds signs of a potential cave-in. At 20 feet and deeper, the protective system must be designed by a registered professional engineer.
The three protective systems
You have three families to choose from, based on soil and conditions:
- Sloping / benching — cutting the walls back to a safe angle so soil can't slide in. The safe angle depends on the soil type.
- Shoring — supporting the walls with hydraulic or timber systems that resist the soil pressure.
- Shielding — a trench box (protective shield) that doesn't stop a collapse but protects workers inside it if one happens.
Soil classification drives the angle
Sloping and shoring choices depend on soil type, classified by a competent person:
- Stable rock — the most forgiving.
- Type A — cohesive soils like clay (but not if it's fissured, previously disturbed, or subject to vibration).
- Type B — medium-stability soils.
- Type C — the least stable (granular soils, submerged soil, soil with water freely seeping). Type C requires the most conservative slope.
Soil is judged by both a visual and a manual test — and it can change within a single trench or after rain, so classification isn't a one-time call.
The competent person and the daily inspection
Subpart P requires a competent person — someone able to identify hazards and with authority to take corrective action — to inspect the excavation daily, before each shift, after rainstorms, and as conditions change. If they see a hazard, work stops until it's fixed. Additional requirements round it out:
- Safe egress — a ladder, ramp, or steps within 25 feet of workers in trenches four feet or deeper.
- Spoil piles kept at least two feet back from the edge.
- Atmospheric testing where a hazardous atmosphere could exist (deeper than four feet).
- Protection from water accumulation and nearby traffic or equipment loads.
Where it goes wrong
Trench failures trace to a handful of skipped steps: no protective system because "we'll be quick," a soil classification that didn't get revisited after rain, an inspection that didn't happen before the shift, spoil piled at the lip. These are competent-person and inspection-record gaps.
